Abstract
Government Regulation No. 42/2007 concerning Franchising regulates that franchise business activities should have the characteristics of a business. In Indonesia, there is a phenomenon that the name of a retailer franchise is the same as the label of the display product. This condition gives a perception to the public that the retailer is engaged in services as well as producing goods. This study aims to analyze the model of franchising activities that sell the same product with the name of the retailer franchise. Based on the provisions of Law Number 20 of 2016 Regarding Trademark and Geographical Indications (Trademark Law), there are no restrictions as long as they have distinguishing features, other than that the same mark can also be used on different types and classes of goods as long as the designation/object is different. Also, Government Regulation No. 42/2007 concerning Franchising does not clearly regulate the franchise model. This research is normative juridical research. The research specifications are descriptive analysis. Data collection techniques using literature study and data analysis is done deductively. The results showed that in the Regulation of the Minister of Trade of the Republic of Indonesia concerning Guidelines for the Arrangement and Development of Traditional Markets, Shopping Centers and Modern Stores allow minimarket franchises to sell goods with the same brand with the name of the retailer with the following provisions: (1) prioritizing local SMEs in conducting partnership cooperation; (2) establishing product operational standards; (3) pay attention to consumer rights; and (4) repacking with a percentage of 15% of the total goods at the outlet. The government is expected to become a facilitator between SMEs in the regions and the franchisor to create prosperity and promote SMEs in the regions.

Abstract
Singing chicken is germplasm, genetic resources, indigenous chicken in Indonesia and be known of their unique, exclusive, superiority of singing style with long-melodious rhythm, and different crowing style-tone-tempo comparing with other singing chickens breeds in the world. Some crowing character information was needed to optimize conservation and utilization strategies. The aim of the study was to compare crowing duration and number crowing syllables four singing chicken breeds in Indonesia (Bekisar, Kokok Balenggek, Pelung, and Gaga-). This research used 532 birds Gaga- chicken from Sidrap, Barru, and Maros Districts, South-Sulawesi province, Indonesia. They were separated based on crowing speed into Slow-group (234 birds) and Dangdut-group (298 birds). Then, Dangdut-group has separated again, based on total number crowing syllables, into Long-Dangdut-type (51 birds) and Short-Dangdut-type (247 birds). All crowing sounds were recorded and computerizing digitalized using Cool-Edit Pro.software to visualized bioacoustic character as a wave form then data interpreting for analyzing mean and standard deviation. Average crowing durations of Pelung, Kokok Balenggek, Bekisar, and Gaga- chicken (Short-Dangdut-type and Slow-group) were 2.0 to 10.0 sec. Dangdut-Long-type was the longest crowing duration (30.5 sec) and the highest number syllables (140.92). Average number syllables of Pelung (3 sec), Kokok Balenggek (3 to 12 sec), and Bekisar (2 sec) chicken were less than Gaga- chicken (Dangdut-Long-type: 140.9 sec, Dangdut-Short-type: 20.9 sec, and Slow group: 8.2 sec). Each singing chicken breed in Indonesia have uniqueness and differences crowing character. A crowing character such as crowing duration and number of syllable could be identified as one of basic selection to promote and to maintain conservation of singing chicken as germplasm of Indonesia.

Abstract
The research is designed to identify the IGF-1 gene polymorphism association with litter size of Etawa Grade goats. This research used 48 Etawa Grade female goat bloods samples that has given birth more than once taken from Polewali Mandar regency of West Sulawesi province. Blood samples was collected via the jugular vein in vacutainer tubes containing EDTA anticoagulant to prevent blood clots and followed by DNA extraction. Then, the genetic variation of this gene candidates identified using Polymerase Chain Reaction - Restriction Fragment Length Polymorphism (PCR-RFLP) technique. IGF-1 gene polymorphisms were detected by cutting amplimer using restriction enzyme Haelll. The research results indicate that gene polymorphism is found in exon 4 gene IGF-1. This is the transition GG/CC in which two alleles in the population found. The frequency of allele A is 0,72, while allele B is 0,28. The results of Hardy-Weinberg equilibrium for each region using the chi-square formula is 0,248 which is in Hardy-Weinberg equilibrium (P>0.05). Value of heterazygocity (He) is 0,409 which indicates that the value of genetic diversity of PE goats is low. IGF-1 genotype of Polimorphism / Haelll has a significant effect on the litter size (P<0.01), Average litter size for each genotype was different (AA genotipe = 1,95 ± 0,55, AB = 1,73 ± 0,73 and BB = 1,67 ± 0,29). This shows that there is difference in litter size for each types of genotype and AA genotype tends to have higher litter size. Allele A has higher litter size effect compares to allele B. Therefore, IGF-1/Haelll genotypes can be used as a genetic marker for litter size selection.

Waluyo ABSTRACT The application of the Accounting Conservartism Principle in various companies can have a different opinion. The application of this principle is considered able to result Financial Statements not being used as a tool to evaluate the companys risk. But other parties stated otherwise that the application of the Accounting Conservatism Principle can generate reasonable financial reports and provide relevance of Financial Information. The Objective of this study is to analyze the effect of Good Corporate Governance and Bondholder-Shareholder Conflict against company accounting conservatism. Analysis of accounting conservatism done using quantitative methods and data testing is done with the classical assumption and hypothesis testing with multiple linear regression model. The level of accounting conservatism measured by the value of accruals and the market value. The sample was a mining company listed on the Indonesia Stock Exchange in 2014-2017. The results of the research show that each company doing the accounting conservatism with different levels. In accrual accounting managerial ownership affects conservatism, it is different from the approach in which the market value of managerial ownership did not affect the significance of the accounting conservatism. Institutional ownership does not affect accounting conservatism when measured accrual, but has the effect of market value when measured. The presence of independent directors when measured accrual as well as market value, is able to influence the level of accounting conservatism.

Abstract
Dissemination of information in urban areas requires a separate strategy and approach, because people in urban areas generally have diverse characteristics and information needs. In addition, issues in each region are also relatively dynamic, with different priority problem solving scales. The flow of information and communication of urban communities for dissemination and access to information on government programs, need an interactive and a collaborative patterns of both parties. The existence of the Community Information Group (KIM) in urban areas in Indonesia, is a facilitator between the government and citizens. For example, in the city of Bandung in Indonesia, various activities are carried out by KIM, which is referred to as "ADINDA", which stands for: Access to Information, Discussion, Implementation, Networking, Dissemination and Advocacy of Aspirations. All of these activities require the competence of science and communication skills of the fasilitator, especially the skill of managing creative messages and the skill of optimally utilizing media. The facts, show that the majority of KIM administrators and also facilitators do not yet have sufficient theoretical and practical communication competencies, thus requiring empowerment in through communication training. Empowerment has been carried out through training utilizing communication media such as photos, videos, graphics and other applications on smartphones, as the main instrument used by KIM. Moreover using discussion methods, simulations and practices through the relevant communication laboratory facilities and infrastructure. Based on evaluations using pretest and posttest, quantitatively and qualitatively or observation, the results of empowerment activities indicate that there are an increase in the knowledge and skills of KIM administrators and facilitators in the use of communication media and smartphone usage. This means that the use of appropriate methods, media and training materials can optimize the role of communication in information dissemination. Optimizing the role of KIM communication in urban communities through the use of smartphone media can be done through appropriate training and empowerment activities.

Abstract
One of SDG-s targets in 2030 is zero poverty, meaning that no population is below the poverty line. Poverty alleviation is an economic problem that is difficult to solve because it involves many aspects and is highly dependent on government alignments in activities and budgets. In 2015, Indonesia has not met the MDGs target of reducing the number of poor people, so can the SDGs target be achieved? Through this research, we want to find the right strategy to achieve zero poverty in 2030. The analytical method used in this study is through forecasting using data from 1986 - 2017, which is combined with Computable General Equilibrium analysis to simulate that achievement. The poverty Indonesia level in 2030 in normal forecasting shows that it is still far from achieving zero poverty. Whereas with upper confidence zero poverty will only be achieved, its mean the government must have highly strategy to do. The strategy that needs to be done to achieve zero poverty is the governments alignments through various programs, policies, and budgets in the field of education, development in the agricultural sector, industry sector in the country that will encourage job creation for the people of Indonesia.

Abstract
The purpose of this study was to get a picture of the level of welfare of the slum areas of Bandung through its consumption spending patterns. The study was conducted in Babakan Surabaya in the District of Kiara Condong. Babakan Surabaya is one of the villages in the District of Kiara Condong and is a densely populated area. Most residents occupy houses whose buildings are prone to fire, not far from each other, lack of quality waste disposal facilities, drainage, and existing clean water networks. This condition shows that this area is included in the slum area. So that low income people tend to choose to live in this region (Zahra, 2019). Our Observation show that The people can buy luxury goods such as handphone. Babakan Surabaya, which is located close to a shopping center, makes it easy for people to do their consumption expenses and follow the consumption patterns of higher-income people. According to Samuelson (2004), consumption patterns are also influenced by environmental factors. Household consumption patterns are one indicator of household / family welfare. It is therefore important to discuss how peoples consumption patterns in Babakan Surabaya describe their level of welfare. This study uses a quantitative descriptive research method using the Lingkert Scale in its measurement. The Lingkert scale is used because it can assess a problem based on the opinions / perceptions of respondents who are then given a score. The results of the study showed that the people of Babakan Village in Surabaya had a low level of welfare. This condition is based on consumption patterns where the biggest allocation of income is to buy food, such as rice and vegetables. Purchase of durable goods is only to replace the old one and generally buy not in cash but in installments. For education and health, they still use government facilities so spending on education and health is still low. While the amount of savings is very small and not fixed. They also do not specifically allocate their income to recreation and even use their free time to work to increase their income. Purchasing some luxury goods does not reflect a better level of welfare. But it shows the process of demonstration effect because of its location in the city center.

Abstract
Series of MPS simulations have been conducted using two-dimensional geometry. The simulation was based on Sudha’s experiment (2018) about initial velocity variations on molten Wood’s Metal (WM). The molten WM would be flowed through nozzle with the diameter was 6 mm. It would impinge to the Woods Metal Plate (WMP) which 270 mm below the nozzle. The WMP diameter was 470 mm. The temperature of molten WM and WMP were set at 573 K and 300 K, respectively. The initial velocity of molten WM was varied at 0,327 m/s, 0,397 m/s, 0,498 m/s in the y-negative direction. The simulation was calculated by using 2D MPS with additional procedures such as heat transfer calculation and defining a new type of wall particle. The results showed some different spread patterns, leading edge and phase fraction change for each initial velocity.

The principal objective of this study is to formulate an effective optimal fuel management strategy for the RSG-GAS research reactor for equilibrium core. The core management study has been performed by utilizing four basic types of information calculated for the RSG-GAS reactor such as criticality, power peaking, neutron flux and burn-up calculations. This paper presents the results of the burn-up calculations for RSG-GAS LEU fuel elements. The fuel element burn-up using in-core fuel management of operation was calculated using the BATAN-FUEL code. The calculation is performed in one-dimensional radial geometry in WIMSD-5B code using ENDFBVII.0 nuclear data file. The criticality, neutron flux and burn-up calculations were using the Batan-2DIFF code and power peaking factor calculation was using Batan-3DIFF code. The results with this calculations show very good agreement with the experimental data. Reshuffling at 15 MWt step provides the highest core lifetime of the reactor, which is 630 MWD. Besides, the study gives valuable insight into the behaviour of the reactor and will ensure better utilization and operation of the RSG-GAS reactor in future.

Abstract
The cause of congestion is the number of vehicles passing on limited roads. There are various kinds of negative impacts of congestion, including the loss of time, energy, health, economy, and so on. Free traffic jams such as trains are a solution to traffic congestion, especially in the Greater Jakarta area. The party building the railroad infrastructure is not only done by the government, but can also be done by the private sector. The government has established regulations that help ease the burden on contractors, namely regulations on the provision of VAT-Not-Collected for the import of railroad infrastructure. But in practice the regulation is not easy to implement, because it is complicated and seems to deviate from the initial spirit. This study uses a qualitative method with in-depth interviews with relevant informants. The results of the research show that the policy on providing VAT-Not-Collected Facilities in the import of railway infrastructure not in accordance with certainty and simplicity consept. Because of the difficulty in submitting VAT-Free Certificate, the contractor must bear VAT, without any special treatment. This will increase the contractors basic costs and also add taxation costs for the contractor and the government.

Abstract
Health literacy of urban communities in Indonesia is generally still relatively low. Stunting problems, high maternal mortality rates, tuberculosis, non-communicable diseases, and complete basic immunization coverage, are strategic issues that are a priority for health development, because they are considered still dangerous. The five health problems in the community occurred due to the low health literacy. Social awareness, understanding, and prevention of health problems, can be done by promoting health and counseling and empowering public health. Especially for urban communities in developing countries including Indonesia, health promotion and education can be done through creative publicity. The research method for elaborating and assessing problems is a correlational method for discovering the effectiveness of publicity utilization by hospitals on public health literacy. Creative utilization of various types of communication media and creative content packaging is needed in health publicity. Publicity as a part of health promotion, is one of the performance of all hospitals in West Java, and is part of the performance of the Office of Health in Indonesia. The results shows that the publicity has a significant effect in building the health literacy of urban communities, but not for people on the coast and mountains. The media used for publicity is not optimal, and the content is not yet creative. Coverage and publicity collaboration with the media is also still not a priority program of the hospital. The strategic model for the creative use of publicity was found as a result of research and recommendations for communication media users in health sector.

Abstract
As a state with a unitary form, Indonesia is unique in its regional governance system. The uniqueness is that there are several regions in Indonesia that have special status and have special rights that are not owned by other regions. Regions that have special status include Yogyakarta and Aceh. The purpose of this paper is to examine legally the implementation of regional autonomy in the Special Region of Yogyakarta and the Special Region of Aceh in the review of special regions The method used in this paper is normative and empirical juridical methods. The normative juridical method conceptualizes the law as norms and principles through the systematic classification of data by analyzing applicable legal regulations, particularly those relating to the privileges of Yogyakarta and Aceh. Furthermore, an empirical juridical approach is used to see and compare the implementation of regional autonomy in Yogyakarta and Aceh in the perspective of special regions The implementation of regional autonomy in the Special Region of Yogyakarta and the Special Region of Aceh has a fundamental difference that is on the basis of privileges and historical privileges. The law that forms the basis of Yogyakartas specialties is Law No. 13 of 2012 concerning the Privileges of the Special Region of Yogyakarta while Acehs specialties are regulated by Law Number 18 of 2001 concerning Special Autonomy for the Special Region of Aceh as the province of Nanggro Aceh Darussalam. The fundamental difference in the privilege status of Yogyakarta lies in the authority granted in the privilege law. The specialty of Yogyakarta is more due to historical factors in the formation of the Unitary State of the Republic of Indonesia, while the specialty of Aceh emphasizes the application of Islamic law in the implementation of regional autonomy

Abstract
Gold mine wastewater have several sources, among them from gaold washing activity. Wastewater from gold washing activity has high turbidity, TSS and heavy metal content. These conditions are not safe for the environment if it-s disposed directly. Wastewater treatment is carried out using Electrocoagulation (EC) with a batch method. This study aims to determine the optimal efficiency and conditions for TSS, Cu and Hg removal from wastewater. This research is a laboratory study with variations in DC current voltage (6 volts, 9 volts and 12 volts) in the variation of detention time (15 minutes, 30 minutes and 45 minutes). Data analysis was performed by calculating removal efficiency of TSS, Cu and Hg parameters. The experimental results obtained EC removal efficiency on TSS, Cu and Hg parameters are high, ranging from 68.6 to 99.97%. The quality of treated wastewater complies with established quality standards for reuse or disposal into the environment. The optimum conditions for processing EC at a voltage of 9 volts during detention time 30 minutes.

Abstract
Background: The first 1000 days of life is a very important time for the development of a childs brain. Providing good nutrition and maximum stimulation will be able to help the childs maximum development. UNICEF and WHO recommend exclusive breastfeeding for infants carried out until the baby is 6 months old, but until now the achievement rate for breastfeeding is still low. In Indonesia the achievement of exclusive breastfeeding in 2018 only reached 65.16%. The low achievement of breastfeeding is influenced by many factors of mothers knowledge, mothers occupation, the provision of appropriate information and family support. The family here is not only husband or partner but also grandmother both biological mother of the mother and mother-in-law. Many studies have suggested that grandmothers have a considerable influence on the success of breastfeeding. Objective: to review some of the literature on the effect of a grandmothers involvement in the success of breastfeeding. Method: systematic literature review of 3 databases namely PubMed, Science Direct and ProQuest. The articles used are from 2010-2019, with a total number of articles of 2973 articles. Results: 14 articles were selected that were in accordance with the specified cliteria. The influence of grandmothers involvement in the success of breastfeeding is divided into 4 topics, namely: (1) grandmothers knowledge, (2) living with grandmother, (3) health education involving grandmother, (4) grandmothers support. Grandmothers correct knowledge of breast milk increases optimal breastfeeding, giving colostrum, the right time in feeding replacement milk. Grandchild who have a high frequency of contact with grandmothers show that it is associated with low rates of breastfeeding, and short feeding times. Providing health education to mothers by involving grandmothers who live in the same house as mothers shows a low rate of breastfeeding replacement. Providing support by grandmothers is directly proportional to support from ethnic groups, the existence of support from grandmothers increases the rate of breastfeeding to infants. Conclusion: Grandmothers involvement greatly influences the success of breastfeeding to mothers, it is necessary to consider starting to involve grandmothers in providing health education to mothers so that breastfeeding success can be achieved.
