Abstract
This study aims to analyze the management of quality schools in the city of Ternate with the application of TQM, which is to maintain the quality of schools maintained and the process of quality improvement remains controlled. That is why there must be an agreed school management standard. This condition has encouraged the emergence of new approaches in managing schools, namely improving quality by empowering all available resources so that school goals can be achieved. Problems that occur in the centralized system, the center is very dominating the educational decision making process (school). Regions and schools only carry out various policies that are not necessarily in accordance with students learning needs, school conditions, and even parents expectations. Through the eight parts of TQM, namely ethics, integrity, trust, leadership, teamwork, training, appreciation and communication, it is hoped that success will be obtained in its activities. The role of the principal is very decisive because he must be able to develop, train and apply the eight parts of the TQM into the implementation of the program in schools. The application of TQM without an ethical foundation, integrity, and moreover trust is futile. The correct application of TQM in schools in the city of Ternate is expected to obtain good quality work, create a comfortable atmosphere, share mutually beneficial knowledge, and get awards according to its performance.

Abstract
Lake body water is very vulnerable to disruption, especially of the eutrophication which triggered by over application of fertilizers from agricultural practices. One strategy to overcome this is to apply organic farming. This practice has long been promoted by the government, but the fact is only a few farmers adopted. Additional culture activities are needed in this manner with an environmentally friendly base that can benefit economically as well as ecologically to the Rawa Pening lake and surrounding. One strategic system to add is fish-rice farming (minapadi). Research is aimed at identifying potential insects which can be used as natural feed (organic). It is also to determine the most efficient insect trapping periods and fish growth. This research is an experimental study using rice-fish farming ponds in the downstream of the Galeh river, an inlet Rawa Pening Lake, Ambarawa. The research designs used are descriptive analysis and analytic using Anova with T test. The results of the study showed that there were 18 species of rice fields insects, which potential to support fish-rice farming. Orseolia eryzae, Conochepalus transversalis and Paranaemia vittivera are the most common insects found. All the three are pests in status that are relatively small in size. These species have potential to support fish feed, especially for fish seed or small size food of baby fish snack (economic value). Test on the trap period shows at 17:45 - 18:45 WIB of dawn has more insect encountered than the 2nd and 3rd periods. Insect density reaches 15 individual of several species of insects. This mean that organic fish feed from insects is best available between 17:45 to 18:45. If it is extended to the next two hours, there will be no significant accumulation of significant additional feed, labor and wasting farmers electricity and operational. In general, rice-fish farming ponds can independently provide natural food (organic) which supports the growth of fish and thus also increase the income and harvest of organic farmers in the upstream of the lake.

Abstract
Management of school payment data administration is a routine activity carried out by administrative officers in an educational institution. Even though it is done routinely but errors still often occur due to human error factors or repeated recording (redundant). Administrative errors such as these cause losses and inefficiencies for the management of these institutions. For that we need a solution in the form of payment data administration management system to minimize errors and improve data accuracy. The purpose of this study is to create a web-based data management system design that can improve the effectiveness of the performance of TU officers so that it is more efficient in time and resources and can improve services for students. The overall system design using DFD (Data Flow Diagrams) as a picture of the system flow and ERD (Entity Relationship Diagram) as a database designer. The system was built using the PHP programming language, and Mysql as a database. The contribution of this research is a concept of the design of the administration of payment data administration systems that can be applied in schools or educational institutions that need it.

Abstract
Very rapid population growth, with the expansion of the industrial sector leds to increased energy demand and decreased environmental quality. One alternative to meet energy needs is to use renewable energy sources, namely biogas. Aside from being a source of energy, biogas that utilizes animal manure is also able to improve the quality of the surrounding environment to be cleaner and healthier. District of Sawangan, Magelang Regency has potential sources of biogas raw materials derived from animal manure. Recorded in the Livestock Population Report According to the Type of Livestock in Magelang Regency in 2017 by the Livestock and Fisheries Service, the number of dairy cows is 200, beef cattle are 12,633 and buffaloes are 375. With this considerable potential, researchers are trying to find out and explore information about peoples perceptions of biogas and their desire to develop and utilize biogas in their daily activities. With quantitative descriptive research methods and using Likert scale data analysis on 50 respondents, resulting that as many as 46% of respondents agreed that biogas as an alternative energy and want to have it as much as 54%. But in the statement about building biogas, most of them answered doubtfully, which is 70%. The doubts in building biogas are caused by, among others: the lack of sufficient information related to biogas, the high investment costs at the beginning of the biogas reactor construction, the useful life and function of the biogas reactor, and the availability of land as a place for biogas reactors. As a solution to these problems, IEC (Communication, Information and Education) programs can be carried out to the community especially breeders about biogas as a whole, program synergies among the government, academics and biogas developers to encourage biogas development as an alternative energy while enhancing environmental quality.

Abstract
Considering the development of bureaucratic performance towards the industrial era 4.0, various lines in the bureaucracy should be able to foster a culture of innovation as a breakthrough in realizing a series in a "good governance" system. Especially for Street Level Bureaucracy (SLB) as a bureaucracy that is in direct contact with the community, discretion as a breakthrough innovation is absolutely necessary to realize the bureaucrats as servants of the community, not as masters. Awareness as a public servant needs to be emphasized and echoed as an attitude for the State Civil Apparatus (ASN), as a bureaucrat. This positive attitude is expected to be a prelude to the climate and productive work culture and be able to encourage a discretion in various bureaucratic lines, especially for SLB. Productive and quality human resources that are selected are absolute criteria for ASN so as to be able to create innovation, as a new breakthrough in community service.

Abstract
Introduction : There are almost one billion young people aged between 10 and 24 years who live in Asia. These young people live in diverse socio-cultural and economic contexts, but there are important challenges and opportunities related to their sexual and reproductive health. Knowledge about reproductive health should already be possessed by adolescents, through information media it is very easy to get it. But with the vast amount of knowledge possessed by teenagers, it has not been able to foster a sense of belonging to their reproductive health status. Methods : This research was conducted with an observational research design through a cross sectional study approach. The population in this study were high school students in East Java - Indonesia. The sampling technique used was purposive sampling technique. Obtained a sample of 221 respondents. Result : The value of the results of multiple logistic regression tests conducted simultaneously on the three variables obtained significant results are as follows, X1 (0,000), X2 (0.122) and X3 (0.009). From these results it can be said that when tested simultaneously (simultaneously) X2 is said to be insignificant because of the sig value. X2> 0.005. So to determine which factors are most influential, just compare the odds ratio (OR) values of X1 and X3, which are 0.069 and 0.218. Where from the value of the two variables that have the greatest odds ratio is on biological and psychological factors. Conclusions : Various factors that become variables on adolescent awareness about reproductive health are social, economic and demographic factors, cultural and environmental factors as well as biological and psychological factors affecting the level of adolescent awareness of their health in terms of reproduction. Of the three components of the factors mentioned above, biological and psychological factors have the greatest influence.

Abstract
The aging process is a natural process that will definitely occur in humans. One of the processes of skin aging is wrinkle (wrinkles). Wrinkles on the skin occur due to loss of skin elasticity due to the activity of the elastase enzyme by degrading the protein elastin which is naturally owned in the skin. Based on this to maintain skin elasticity can be done by inhibiting the work of the enzyme elastase in the skin. The zodia plant (Evodia hortensiss) is a plant that comes from the Rutaceae family that is known to have flavonoid and phenolic compounds. Both of these compounds are known to have elastase inhibitory activity. Zodia fruit extracts and leaves are refluxed using 90% ethanol solvent. The extracts were subjected to phytochemical screening tests, antioxidant activity tests with DPPH reagents, and anti-elastase activity tests. The results of phytochemical screening of zodia fruit and leaf extracts showed the presence of flavonoid compounds, saponins, catechetical tannins, steroids, and essential oils. The results of the antioxidant activity test with the DPPH reduction method were obtained by IC50 from zodia leaf extracts and zodia fruits respectively 264.15 ppm; and 121.59 ppm. From the antioxidant test results obtained inactive zodia leaves, while zodia fruits have antioxidant ability. So that the antielastase test was continued with zodia fruit extracts and an IC50 value of 145.67 ppm was obtained. Flavonoid compounds and polyphenols contained in zodia fruits are thought to be substances.

Abstract

Abstract
This study was conducted in a sugar factory Kebon Agung, Malang. It adopted an interpretive research design, following a post-positivist paradigm. Informants were selected based on snowball sampling with a number of informants, inter alia, farmers and chairman of farmers group, plantation staff, company employees, and government agencies. To maintain the continuity and loyalty of sugarcane farmers to the company, the sugar factories provide various forms of facilities to farmers such as providing credit, inputs, guidance and counseling as well as technological assistance, and market guarantees of the products produced. The provision of incentives and facilities to partner sugarcane farmers is not merely to be able to help meet the needs of farmers, but rather as a binder so that the sugarcane farmers are willing to sell all of their sugar to the Sugar Factory. To create sustainability supply of sugar cane, the factory made several efforts for farmers including giving reward to the best performance, providing sympathetic service and guidance, giving priority to loyal farmers and maintaining farmers- trust.
